Further as I stated in my letter to you of the 30th January,
Mr. Chatham entirely failed to appreciate important facts which I pointed out to him or to take the action which was needed and matters were thus allowed to drift on and I ultimately had to set them right. Taking all these circum- stances into consideration I consider that I have just cause for my complaint against Mr. Chatham, and my treatment when I was ill and his refusal of leave when urgently necessary is an instance of what I had to endure from him in the course of my duty.
3. In conclusion I would call your particular attention to the following tabular statement showing the delays that arose from time to time and the causes thereof:-
